Pandaren Water Spirit is the non-promotion substitute for Pebble that's available now. Of course that's mostly relevant for rematches, as it is a reward after beating this trainer for the first time. Both Pebble and PWS are purchasable on the auction house, but PWS will almost certainly be cheaper. (edited)

Pandaren Water Spirit is an Elemental, therefore particularly vulnerable to aquatic attacks (Tidal Wave, Water Jet, Whirlpool). Test it as a substitute, you will see that the winrate decreases considerably.

I did test it before writing the comment, still ended comfortable on health simply because of how short the fight is. There aren't enough turns of Tidal Wave to kill PWS before the fight ends.

Just ran it again for an exact number. Even if Tiptoe used Tidal Wave instead of the single Water Jet, I would have end up with ~~655~~ health at the end of the battle. That's enough error margin for 32 misses from the player. Edit: just checked the log and there was a crit I missed during battle, so if that saved an extra turn then it would be 467 health. Still a healthy margin. (edited)

I assure you, I've done more than two tests, the winrate is inferior. But you are of course free to try all the strats you want.
